I just spent several days installing and comparing DokuWiki and Wikka (I'm writing this on June 21, 2007). Unfortunately, neither package really meets my needs. Here are the highlights of how they compare.

BrionF, I think there are means of uploading images or other attachments by non-admins in Wikka. I do not remember completely, how the standard file management of Wikka works (I replaced it quite early by the FilesManagementSolution) but it allows non-admins to upload files and use them in Wikka pages. But perhaps some of the other users here might help with this issue.

More comfortable is the mentioned FilesManagementSolution -- have a look at it.

As of 1.1.7 (forthcoming) Wikka includes an option to allow uploads from non-admins in safe environments. You can check out the code from the SVN base if you want to give it a try.
